Each tier of infra is added to the previous one.

It makes infra stateless but less "logical" since "upgrading" an existing infrastructure is suppose to replace the old tier.

TODO:

  • each next tier applied, remove previous tier
  • update yaml mods
  • add optional argument to allow stacking each tier
